Conoscendo Ubisoft la differenza sarà a livello di contenuti: lo starter pack sarà poco più di una demo (un paio di personaggi, un paio di mappe e/o livelli) mentre la standard edition immagino sia più "completa"...
Ubisoft ha mille difetti, ma ha anche il pregio di regalare ogni anno un paio di giochi su tutte le piattaforme (i suoi flop The Crew, Watch Dogs e For Honor sono stati dati via gratis tutti negli ultimi 2 anni)

No, no, in genere li danno via su uplay, questa, a memoria, è la prima volta che regalano qualcosa su steam 
Ma anche avendo un gioco ubisoft su steam, è necessario installare uplay creare il tuo account e poi riscattarlo pure sulla piattaforma di ubisoft per farlo partire
Possibile che nei prossimi mesi vengano dati gratis di nuovo: se non sbaglio For Honor è la seconda volta che lo regalano e The Crew mi pare sia stato regalato già due volte, come pure AC III

Infatti io l'ho preso almeno 2 anni fa con tutti i dlc per circa 9 euro 
Prima o poi devo reinstallarlo per completare le missioni storiche della campagna in co-op
Ma in generale tutti i giochi di strategia, vedi i vari capitoli della saga Total War, sono il mio pane quotidiano
